Probably because he e-mailed you directly and not the list.
Basically, it's a reference to a Ceremony performed once a year by the
Quagsire in the area of Cherrygrove City, in which the Moon figures
prominently.
Yep.
There are other Pokemon in the show that do have something to do with
the moon that aren't evolved by the Moonstone.
Kabuto-When the moon turns red, they wake up(Orange Island episode)
Quagsire-their little ceremony at Blue Moon Falls
Tediursa-The crescent moon on their foreheads
Umbreon-the moonlight pokemon
A few others maybe. And of course there are the ones directly connected
to the Moonstone:
The Nido-clan, Iggly-clan(Igglybuff, Jigglypuff, Wigglytuff),
Cle-clan(Clefa,Clefairy,Clefable)
The moon plays prominently in Pokemon. Mt. Moon's name being a prime
example.
Usagi is the Moon Princess, thus certain Pokemon are going to act weird
around her.
