This reminds of an idea that I occasionally think on. The basic plot
is Mihoshi and Chibi-moon lead a group of the most annoying ladies (as
defined by the fans) in Anime on some sort of quest. The problem is
that I keep getting derailed by the though that Mihoshi isn't
annoying, but that she should be in the fic anyways.

That's because Mihoshi is only annoying to Washuu, not to us fans.
Maybe you should be thinking of writing a story with all the ditzes in
anime going on a quest... that would include Mihoshi, Usagi, Minako, ...
Part of what make ditzes fun in anime is that there's more 'normal'
folks who balance them out. A sentai of ditzes without anyone else...
