Hmm.  I don't think that detective is the lowest
rank in *most* police
systems.  Perhaps the GP is strange :)

Depending on what continuity you've based your story
on, Mihoshi is
either:

A) A complete ditz whose lack of competence indicate
that she must
surely have gotten into the GP on the strength of
her looks or due to
nepotism or somesuch, or 

B) A complete ditz whose great memory, great
observation skills, and
great luck *just barely* make up for her clumsyness
and airheadedness to
produce someone who's simultaneously a competent
police officer (good
enough to get into GP on her own) and walking
disaster area.

I prefer the latter kind of Mihoshi, since it makes
her a much more
interesting character -- and if that's the version
you're using, then
she's surely competent enough to be a few levels
above the lowest rank
in the GP... which in turn indicates that Detective
(her rank) is not
the lowest.

I tend to think that Mihoshi burned herself out before
getting partnered with Kiyone, so she has the
capability to be much more competent than she is, but
tends to not be...as mentioned in Ryoko Saotome, when
the Mihoshi of this continuity gets too cheerful she
starts to pay less attention...also...her ability to
take down Ryo-Ohki while piloting a cruiser is very
telling to her ability...

well...I'm still going to leave it, but make it five
years instead...
