Most of the trains seem to be electric, so they'll probably have tons of
grounds in the system to clear before they can use it safely.
Actually, Nerima is not surrounded by water, so there would be no trouble
getting in or out anyway. This is kind of like saying you'd have trouble
getting from Brooklyn to Queens due to bridges being out, but why ruin a
good plot device? ;-)
