I don't understand the first half of this sentence.

Yuck. Is chlorinated pool water safe even after boiling? I know when
there was major flooding here in Iowa back in 1993 bringing in trucks of
drinking water was one of the first things they did. An out door pool is
going to be just as contaminated as a ditch after flooding.
Ranma turned to say something to Tofu, but the lanky
doctor had already gone to look at patient.
