If it took less than 10 seconds, it would be difficult to stop it
after he let Ranma start attacking.

Not as hard as you think.
Try watching a clock sometime and count off ten seconds.  And realize that
Soun could stop the fight with a simple 'HALT', as Ranma isn't out of
control.  More likely, Sound knew just what Ranma was doing, and felt that
Akane needed to experience it.  Ranma was still taking his time if it took
him ten seconds to take Akane down after going 'serious'.

I'll say that this Akane needs serious taking down if she's willing to break
decorum (and quite probably rules), by throwing the weights.
