Interesting notes:

2. Both would spurn Akane as being a 'Rival' for their paramours affections

See: ... the hell? Akane NEVER blames Ryoga for ANYTHING, even when it 
IS his fault.

4. Both know where Jusenkyou is (Well Ranma does anyway. Ryouga may have a
vague idea that it's on the planet somewhere)

Both of them know anyway.

5. The other fiancees are going to be pissed!

See: Fic where Ranma chooses anybody and the characters are remotely IC.

6. Both boys won't WANT to give up their love. (They'll also both want to be
the girl if Jusenkyou is involved. ...Self sacrifice)

... Uh... well, the first part sounded normal, if a bit repetitive and 
over-obvious... dunno about the second, though it has been done. I'd 
refer you to fics by Trakal/Sephiroth... but quite frankly, no one 
deserves that torture.

7. If the love spell is broken the emotional wreckage would be EXTREME.
(Particularly if they've 'Done IT')

Depends. If you're going for angstfic type content, then yes, I imagine 
they'd both be rather broken up about it. If you're sticking with the 
flavor and tone of the original series (or most anime in general, 
really), then they probably wouldn't be hurt too bad. Just a lot of 
blushing and stammering and embarrassment around one another.

8. For a comedy treatment the fiancees would do their best to keep the two
boys seperate.

I don't know why that would be strictly for comedy treatment. This 
really just seems like a reiteration of #5, and is pretty common-sense, 
unless you want to toss out some of the following fallacies I've seen 
done in various fanfics:

1. Ukyo doesn't care if she gets Ranma, as long as Ranma's happy, and 
will give up her claim in 0.000001 seconds if Ranma says he's found 
someone else.
2. Shampoo is actually just pursuing Ranma to make Mousse jealous for 
some nebulous and indistinct reason.
3. Kodachi's too insane to notice and will probably be locked up before 
she can make any trouble, other than maybe spraying around some herbal 
aphrodesiac that will air up the author's other favorite characters 
and/or humiliate and embarrass the characters the author doesn't like.
4. Akane's a psycho and wants to kill you now, better kill her first, boys.

In all, you haven't come up with anything new or interesting, just 
stated some really obvious points, some of which have nothing to do with 
the concept you've put forth.
If you want to write a Ranma/Ryoga story, just write it. There's 
sufficient subtext between them in the manga that it can be written 
plausibly even without resorting to the Koi Rod. (Doesn't stop a lot of 
people from writing it IMplausibly, but hey, what works for Ranma/Akane 
can work for alternative pairings, I guess.)
