That seems a rather odd comment for him to make.
But I guess it's the fastest way to get him
airborne again.

	Actually, it's a very "Ranma" thing to say.
Remember, this is the guy who was in the middle of
his second or third real fight with Kuno and got
knocked into a position where he could see under
Akane's skirt, and had to make the brainless comment
that she shouldn't wear blue panties.  Since Naru is
standing there with her skirt around her ankles, it
seems to me that it would have been odd if Ranma
_hadn't_  said something thoughtless.

I guess that's one way to look at it.  I've always
viewed that scene as Ranma just teasing Akane as he
always does, since it's not the sort of comment he
makes to other people...although I admit I haven't
completely read the Ranma manga(probably about half,
just skipping around).  Does he generally say things
like that to others beyond the "You're more
attractive than Akane" type comments?  If so, then
Miko, consider that last comment retracted. ^_^

Ranma didn't yet really know Akane at the point he made
that comment about her choice of underwear color, so
it can't be "teasing as usual" in the sense that he
commonly does it later in the series.  I took it as
being blunt; he honestly does think blue isn't her
color, and he very well might say something to another
girl in similar circumstances.

However, suggest that instead of the contentless
"nice panties", that Ranma adopt a brief judging
expression, than deliver a negative verdict (thus
doubling Naru's reason for violence), such as
"Aren't you a bit grown up for Pokemon underwear?"
or "Hot pink?" or "They clash with your socks".
