They have the same father, that's right. We know that Hild is the mother
of Urd but not of Belldandy and Skuld. We therefore know the three must
have the same father, otherwise they wouldn't be sisters. Above sentence
implies nothing about Kami-sama at all, it just states the obvious, one
common father. There is no sure indication of who the mother of
Belldandy and Skuld as well as who the father of all three is.
The only hint with some foundation in the manga so far is the statement,
that Belldandy acts very similar to her father. This IMHO indicates not
Kami-sama, but Baldur, the norse god of goodness and light, who is very
much belldandylike. In the norse mythology Baldur was killed and went to
Hel's (Hild) realm so he could've very well fathered Urd. In the myths
Baldur eventually returned to heaven where he could've had more
offspring in the form of Belldandy and Skuld. Since going to hell for a
god is as much quite unusual (if not nearly impossible) as going to
heaven for a demon this seems quite reasonable to me.
As for Mara, if Hild has found other consorts (I don't think demons are
a very faithful bunch), who knows. I could very well imagine Mara as
Urds half sister.
