Guys (and gals) can be pretty low and cruel, but I read it
that *Ranma* is seeing anyone casting an appreciative
looks at "her" as oogling. Not everyone stares crudely,
but some aspects can be hard to ignore too.

No, you're not naive.  =)

What I wanted to convey is that Ranma was both genuinely ogled, and
overreacted to people who were just innocently looking at her.

I didn't really have a problem, but I would have
expected Ranma to do something like Ukyo
(breast bindings) to minimize her own overt sexuality
and to dress as androgynously as possible

That's something I hadn't honestly considered.  You're right, Ranma might
do
an Ukyo thing in that situation.

I'll probably not use that, because it would mean re-writing a lot of
stuff
all throughout TOP - but I wish I'd thought of it to begin with.  =)

You might simply toss it in as a throwaway line during the shopping trip-
Ranma is busily angsting over the implied "surrender" of wearing a bra, and
reflects that she wishes she'd been able to endure binding her breasts a-la
Ukyo. I don't think you need to worry about her dressing androgynously- 99%
of the time in fanfic I generally mentally fill in a description of Ranma
sporting his chinese outfits, unless it's otherwise specified- and his/her
usual togs are generally pretty androgynous to begin with.

This kinda bring something else to mind- if TOP and it's associated sequels
and sidestories can be compared to, say, "Chasing Amy," this particular
piece resonates with "Boys Don't Cry", to my mind- it's not a perfect
parallel, of course, but it has a few elements in common. I have no idea
what this means, but it sprung to mind while reading it. ^_^

Everyone else has pretty much beat me to the punch in singing your praises,
so I'll just add a "good job!" and a "welcome back!" Looking forward to the
return of your site- I still have the URL bookmarked!
