Yeah.  But she still seems close to Usagi in basic personality.  A
court, yes, but one that is strict and formal?  I can't see it.

Not such a big problem really, if you assume that Serenity isn't
really in charge (or at least is only in charge as long as she
behaves in Pluto approved ways), and that's certainly the 
impression I got. The characterisation of the Serenity of this
fic is that of a posturing weakling, and I can see someone
drawing that idea of her from at least certain episodes of
"Sailor Moon".
