Yes.  Any excuse would work, really, but no excuse at all doesn't.

to be rather close to Usagi in personality (still writes in
Hirigana...), so it's hard to believe.  A formal court... Get into
this more later, though....

Yeah.  But she still seems close to Usagi in basic personality.  A 
court, yes, but one that is strict and formal?  I can't see it.

This is never addressed within the fic.  What DOES Rei want?  We're
given no reason for this sudden change in behavior on Rei's part.
She's kept away from Hotaru for years and years and years, so why
change now?

Yes, that is a problem.

The changes in Serenity's personality, Hotaru's nonsensical 
isolation, and Rei's sudden change in behavior are the core problems 
that the story has, I think.  All need to be backed up with 
legitimate motivations in order to make this work.
