The real Generals were not youma.  They were humans with magic
powers, just like the senshi.  

Such an observation is unlikely to be left out of any report by Mercury,
et. al to the world militaries, and as such I would expect chaplains to
start doing fun things like blessing silver bullets :D

The problem of course being that only chaplains who actually had 
some degree of magical power would get the ritual to work.
But hey, it's worth a try and such people do exist in the Sailor
Moon universe.  

(Note that the distinction between magical powers and spiritual
powers is nonexistent in Sailor Moon.  All magic is spiritual there.)
