Bingo, that's what I was trying for in the first place.  The
only wrinkle is that if what you preach is hatred and
damnation, you aren't effective at all.  If you don't follow
your beliefs, you aren't effective.  So priests in the KKK,
pedophiliac catholics, the televangelists, are all examples
of those who are found ineffective.  Some common people find
that they're as effective as the priests.  All that's really
required is concentration or prayer and personal (bare
hands) contact with each round.  Each round must have
personal attention paid to it, a minimum of several seconds.
 Thus, I see sniper rounds almost universally blessed, while
machine gun rounds are less so.

It could be changed. If he uses priests, that "really
believe" what they to,
he can use them to deal with the extra damage. The
Fanatics (on all religions)
could fail more or less spectacularly. In that way, he is
not limited to Christian priests, but can also use some of
the Muslims/whatever-else-works.
