<Coming out of the lurking shadows>
I have been following this fic for some time and not commenting. My biggest 
concern with the current flow of the story is that most of the events that 
are spawning the criticism are happening within a period of less than 24 
hours. There have been some interesting takes and complaints about the flow 
of events. My thoughts on this (after the initial "Oh, my [expletive 
deleted] God") are "Nodoka really didn't plan things out very well".
As far as the question of why the Emperor is not taking action until now, we 
have been given few hints of the Emperor's original plans for Ranma (and I 
got the impression that there were plans for Ranma). Again, Nodoka's actions 
very likely were as unforseen as the outcome of the events at Mt. Horai. 
Most of the actions in the chapters titled "Interregnum" seem to be as much 
damage control as anything else. The near absence of the Senshi in this 
segment seems to support this.
Concerning the reward of Ukyo vs. the harsh treatment of the Tendos, the 
principals in both actions gave instructions based on what they knew from 
(most likely) observers. As this knowledge is based on both the perceptions 
of the ones who reported the facts, there is no guarantee that the reports 
would be complete. Also, in the case of Ukyo, at the point in the manga 
where the fic started, Ukyo was the least aggressive of the fiance's. In 
general, when she did hit Ranma, it was more for embarrasing her, not 
insulting her or being in a situation which angered her. The events of the 
destruction of the Saotome house or the bombing of the wedding also did not 
occur in this storyline. As far as the amount paid her as a settlement, it 
is actually fairly small compared to some of the judgements that come out of 
the American civil courtsystem these days (the only thing I have to judge 
by, since I don't follow the Japanese civil courts).
