Is Ranma now an eleven year old boy in mind and body?
 If he is does this mean he has lost all of the knowledge he gained
during this time or will lose it in short order.

Whether or not he'd lose the skills soon is up for discussion, but in the 
case of the original, he didn't have to re-learn his martial arts and 
maneuvers after he had been restored to something close to his original age.

 Did he lose his physical abilities or is it a case of adjustment to his
new proportions, as when he first got the curse. ( the first fight with
Mousse.)

See above, but he did not have to retrain himself for full physical 
condition, so what I would think is that his physical state is 
proportionate for his age, and his fighting would probably adjust fairly 
quickly since he was training at that age, and he can remember that, rather 
than having to completely adjust to a new body and the tactical changes 
that that would force.
