I figure this is a speech pattern thingy - personalized swear words
aren't that uncommon, and this is a self-insert...

In addition, in OMB at least, the deities are forbidden from using
true oaths and foul language, even terms as mild as "heck".  Paradox
uses all manner of odd terms to get around that including, among
other things, "fnord".

And "hoeck" itself is a reference to deranged chihuahua Ren Hoeck
of "Ren and Stimpy".
