Takahashi took some liberties in making places around Nerima,
much as she had in previous mangas like UY. Tomobiki doesn't
really exist in Nerima either for example. There's no need to
use actual places in fictional stories set in real places. Sometimes
it does make a story better to use an actual place, like an actual
restaurant, but don't get caught up in it.
I do understand and have a problem with "the city of Nerima"
though...except that crossover with the powderpuff girls...where it was
needed for effect. It's quite obvious that Ranma's mother doesn't live
in Juban... or she'd be showing up every other day... She lives in
Okayama... after all, Ranma isn't really a Sailor Moon x-over...
Ranma's mother lives in Nerima on the other side of the district. She walks
>from her place to the Tendos. Once she finds out Ranma and Genma are
at the Tendos, she DOES show up every other day just about.
I forget where, but I've seen some Ranma fan's vacation photos from
Nerima... It's pretty funny to see an actual street that really matches
the opening fight scene from the first episode.
Yes, the photos of the shopping district were very close to what was
in the manga, but no canals.

You'll notice that there are LOTS of high schools in Nerima. Nerima is
the largest prefecture of Tokyo. Plenty of room for all Takahashi's
characters.
The map I found was in Japanese... There IS a river shown on your map,
the "Shokijiigawa river" that goes right by the Nerimatakanodai
station. And I'd guess it's concrete lined like those in most major
metropolitan areas... that's probably the "canal" in question.
