A "staff hat" would be a hat normally worn by a staff 

officer in the 

military?

You work as staff at certain jobs and they give you a hat. 
It's part of the uniform.

	IMHO, John's correct in this. As an article of clothing, there isn't
anything called a "staff hat". The term used this way has me trying to
figure out how you combine a five-foot pole and headgear. In the US
military, the -term- "staff hat" is slang, and means that a person has been
assigned a staff job administratively that might not appear on his official
assignment orders. Officers and non-coms can "wear many hats" during an duty
tour, meaning that they my have to fill several duty positions for the
unit's paperwork that they don't have personnel to fill physically. It's the
military way; if you have too many jobs and too few people, you don't reduce
the number of jobs, you overwork the available people to cover 'em!
