I have to agree.  In canon, Genma is a master martial artist, and is 
more than capable of taking on most of the NWC.  I think Ryoga, after 
the Bakusai Tenketsu training, might give him a challenge, and he 
wouldn't dare take on Cologne or Happi.  Apart from that, he could hold 
his own.

It's mainly Ranma's ability to pull powerups out of his butt (as Eric 
Hallstrom put it) that lets him surpass Genma and Happosai toward the 
end of the series.
