"Bla bla . . . bla." is technically correct, although I find it 
annoying on a personal level. "Bla bla ... bla." is also technically 
correct (and preferred by the Capital Community College and Webster 
guides), but I also find that annoying; both forms are common to 
/typing/ guides more than proper style guides and are legacies of 
certain quirks of old typewriters.

"Bla bla...bla.", as you're suggesting, is apparently a rather new 
thing -- the guides that I use mostly use "Bla bla... bla."

I suspect it has to do with the fact that half of them predate the Cold 
War.

Only if you have spaces between the dots as well (which is how most 
style
guides I have read prefer it).  For example:

"Bla bla . . . bla."

Or:

"Bla bla...bla."

But not:

"Bla bla... bla."
